Public Value LLC is headquartered in Chula Vista, CA, the second largest city in San Diego County, and the third safest city in California.

Meet the Team

Leonard Casiple

Founder

Leo Casiple is a first-generation American who grew up in Southern Philippines under martial law. He spent much of his 21-year career in the US Army as a Green Beret.

His business and military experiences include: leading U.S. and Allied units in semi-permissive and denied environments; conducting no-notice counterterrorist and hostage rescue missions; conducting cross-cultural training; overseeing concurrent business operations in geographically-separated locations; developing national and regional security policies; synthesizing intelligence to refine current operations and long-term goals; uncovering gaps in competitive business strategies;  and assessing the vulnerabilities of key energy nodes (electricity, water, and natural gas), telecommunications infrastructures,  and logistics and transportation networks (roads, railways, airports, and seaports).     

Leo is currently working on his Doctorate in Law and Policy at Northeastern University, where his policy focus is the Global Water Supply. He earned his education from California Lutheran University (MPPA); ASU Thunderbird School of Global Management (MBA in Global Management); Excelsior University (BS in Liberal Arts, Area and Ethnic Studies); U.S. Army John F. Kennedy Special Warfare Center and School (Special Forces Qualification Course, Psychological Operations Specialist Course); Academy of Competitive Intelligence (Master of Competitive Intelligence™ CIP-II, and Competitive Intelligence Professional, CIP-I); and the Defense Language Institute and Foreign Language Center (18-month Arabic Language Course). 

Leian Harosky

Global Marketing and Community Outreach

Leian’s humble beginning of growing up on a farm keeps her grounded and appreciative of opportunities that have been presented to her. 

At the age of 28, Leian Harosky worked at a U.S. Embassy in an Islamic country that required a security clearance and vital technical training where she interfaced with high-level US government officials, as well as with members of the local community. 

Leian Harosky is the Principal Broker and Owner of Harosky Homes, LLC, with strategic offices in Oahu, San Diego, and Las Vegas. 

As the result of her dedication, excellent customer service, and hard work in her field, she has been recognized as the “Top Realtor of Oahu”, as well as honored with the “Hawaii Women Who Mean Business” award. 

To help the community, Leian serves as the President of Helping Ohana, a non-profit organization that collaborates with other charities to help the less fortunate. 

Leian speaks Tagalog, Mandarin, Malay, and Indonesian.  

David Carroll, Ph.D.

Global Leadership and Education

Dr. David Carroll has 20+ years of US Government experience where he managed business units up to 2,500 people. 

As a business developer, David created 12 business lines in eight countries in Asia, including China, from concept to profitability. 

As an organizational consultant, David developed high-performance leadership skills for two multi-national companies, and regional companies in North and Central America, Asia, and the Middle East.

David earned his education at Columbia Pacific University (Ph.D. in Educational Administration), University of Southern California (Master in Education), National University (Master in Human Behavior), and University of California, Los Angeles (BA in Chemistry).
